I'm risking to sound stupid here. I can't translate the phrase: "Apparently there is a rash of these going on in Germany."

So maybe I just don't get the joke.

But what I can tell you is that the car doesn't have a German license plate. I'm not sure because the picture is grainy, but it appears to be Swedish .

Thanks for the correction, page I got it from mentioned Germany and I'm not too familiar with all the different euro country plated.
